    Ugh, that's not just neglect, it's abuse. :(

    I always feel so tempted to rescue these animals...but there are so many of them I'm going to need an enormous farm in my old age...

    I agree, that is animal abuse/neglect and it is abysmal.

    It's either taken from the wild or was once better looked after as there's no way a juvenile could make it to that age under those conditions. Having said that it's carapace looks a bit out of shape behind it's neck. :(
